Since he came to the adventurers guild, it would seem suspicious, if he had the same voice as Momon, who now work together... Furthermore, it would seem creepy for someone to not have a voice in this world, so Ainz is just going with that!
Hello dear friend, thank you for reacting to Season Four. And as always, with your permission, I will comment on some things complementing what we saw with information from the light novels.
In the first scene we see Albedo... having fun. According to the novel, she gets crazier every time in her games, but what needs to be salvaged from there is an important comment about the problems they have now that they founded the Sorcerer Kingdom.
Although his territory is a single city and order is maintained by the fear of the undead in combination with Momon the adventurer, E-Rantel has many difficulties. The first of all is that all the administrative staff have left, so they have no civil servants. Albedo is raising several Elder Liches to serve as replacements, but it will take time for her to teach them how to rule.
Another problem is that no new laws have been written or drafted, so Albedo has to play with the original legislation of the kingdom, which does not grant "Absolute Power" to its ruler. Which further increases the difficulty when making decisions.
And the reason they can't make any laws is because Ainz hasn't told them what kind of country he wants to create: does he want a militarized nation? Enslave humans? A Theocracy in which he is worshiped as a god? ETC.
And that's what the whole chapter is about: What kind of country is going to be created?
In the second scene we see Ainz, who with the excuse that "the ruler has to be in the conquered territory" took the opportunity to temporarily move to the mansion of the ruler of E-Rantel and thus escape from Názarick, where he always has to be pretending "The king who knows everything". Since an undead can't sleep, Ainz lies on the bed and pretends to read very complicated books on magic, but is secretly reading very elementary management books to try to be a better ruler. And the maids seem to be a bit of a masochist judging by the way they enjoy being ordered around.
We then see him feeding Nurunuku, which is a lip bug similar to the ones Entoma has. Ainz uses it to change the sound of his voice, because many people might notice that it has the same tone as Momon. At first Ainz found it disgusting, but he ended up growing fond of the worm.
Albedo arrives and hands him documents with summaries of the plans, the state of the Sorcerous Kingdom, the policies they will take, and the movements of the neighboring countries. Ainz doesn't understand anything, but he approves everything and his servants believe that his great intelligence allows him to understand everything with just a glance. When Ainz mentions that he's not very good at laws, Albedo doesn't believe him at first, but later rationalizes that a "god" isn't limited bya legal code and therefore wouldn't care to know how to do them. And she is extremely happy. This is because the Floor Guardians are so convinced that Ainz knows absolutely everything, that they also believe that he could rule Nazarick without needing them and are afraid that he will one day decide to get rid of them. They wish to be useful to the Supreme Being and so Albedo is elated to find something that she can be of use to, not knowing that Ainz actually depends on her for almost everything and really, Overlord's only contribution is to stop Albedo every time she goes into her "ice empress" mode and tries to execute everyone who shows a shadow of incompetence.
After the second season, Demiurge kidnapped a lot of the kingdom's citizens regardless of gender or age. Ainz ordered them to be painlessly killed because they had not offended Nazarick. There were many children among them, but they were saved by Pestonya (the dog-faced maid) and by Albedo's sister, Nigredo. These are one of the few NPCs that have positive Karma in Nazarick and love children.
When Albedo found out, he immediately proposed to execute the two of them for defying the Overlord's orders. But Ainz didn't want this and ordered them to be locked up temporarily in the prison on Cocytus's floor. Now that an orphanage is going to be built, Ainz uses it as an excuse to free those two NPCs and have them take care of the children together with Yuri Alpha.
When Ainz asks the twins for suggestions and they suggest that all the children dress like them, the overlord manages to get away by arguing that the twins' creator, Bubukuchagama, considered them "special" and that they shouldn't share that with anyone else. At this point Albedo adds that they couldn't do it anyway, because the Sorcerous Kingdom is about to run out of money, due to the fact that the merchants that used to visit E-Rantel every day are no longer coming. Precisely one of the 3 reasons why he is going to visit the Re-Estize Kingdom is to solve that problem.
After that, Ainz meets with Pandora's Actor, who reveals to him the concerns of the people, because they don't know the direction the country will take. Everyone cries when Ainz calls him their son, because for them he is a deity and in the East the gods would never call their creations "sons" (that's something exclusive to Judeo-Christians). It is also evident in that conversation, that Pandora's Actor is not like the rest of the NPCs in his dealings with Ainz, but is much more direct, as if he could somehow better understand his wishes and thoughts for being his creation.
Ainz decides to walk through the streets and so he summons angels of Yggdrasil using Super Tier Magic to serve as his escort, which are weaker due to his summoner being an undead with Negative Karma, but he chooses to do this because his other summons might scare the civilians. As he thinks about the future, he realizes that everyone is afraid of him or depressed, and he compares them to the capital of the Baharut Empire, which was always full of life and wishes the same thing to happen in his new domains.
His steps lead him out of habit to the Adventurers Guild. When you enter, you notice that the adventuring quests are barely there because your undead wiped out all the monsters. And there is an omitted scene of him meeting a group of Mithril rank adventurers with whom he converses. They reveal to Ainz that they have not abandoned E-Rantel like many others because near E-Rantel there are some plains where the undead spawn naturally from time to time, so you can hunt them. (Confessing this scares them a lot, but Ainz makes it clear that he doesn't consider all the undead to be familiar). It is also possible to find magic items nearby and that is very important for them, because their job is very risky and the items can save their lives. And above all because their hero, the adventurer Momon, has not abandoned the city or its citizens. It is after that conversation that Ainz got the idea to changing this institution to something that is more like what he imagined at first: Discoverers of the Unknown.
When Ainz meets with the Guild Master, he is greeted with false courtesy. But Ainz met his many times in his Momon guise and sees through his lies. This impresses the Guild Master, who believes that Ainz is such a skilled ruler that he can even predict his thoughts. At one point, Ainz looks towards a door that leads to the private office of the Guild Master and where he would have invited him if he really wanted to receive Ainz in a friendly way, but what he doesn't know is that the Master of the Magicians Guild was hiding there. Both Masters met during the day to exchange information.
Seeing this gesture, the Guildmaster assumes that Ainz detected the mage, so his words at that moment were also directed towards the mage guild. Which reinforces his impression that Ainz is actually a great ruler who notices everything. And it is for this reason, and because of the attractiveness of his proposal, that he agrees to help him create this New Guild of Adventurers, under the patronage and control of Nazarick.
According to Ainz, the first goal is to create training facilities, for which he will ask Mare to build a labyrinth with auto-generated monsters from Nazarcik next to E-Rantel, so that the adventurers can practice their skills. Then they will go promote this new Guild to recruit talents. And finally, Ainz plans to find some source of low-cost magic weapons that can be used to equip them.

Having read the LN dealing with this episode I couldn't wait to see the lap sitting animated. The maid was moved seeing Ains call PA his child and wanting to see PA grow. Death Knights patrolling the city, imagine you are a burglar picking the lock on a warehouse door at night and turn around to come face to face with a Death Knight, instant heart attack. Crime goes down and converting the dead burglar into a Death Knight gains a new member to add to the patrols.
Also, the maid was climbing the walls just trying to keep up with Ainz, it's their job to be by his side at all times and he just hops up to a roof so she has to scramble to follow him. There are a few scenes like that which are just little humor types
16:14 his voice IS changed. His voice is Momon's voice. So if they have identical voices...someone could piece things together. So Ainz gave himself a distorted voice since Momon needs to sound more human to continue the charade.
Your comment about him needing to learn how to rule is correct and he is. The book he was reading at the start is one of a bunch on how to be a ruler, economics, etc. When the maids change over he swaps it with another in his inventory to hid it from anyone snooping that he doesn't already know that stuff.
He wasn't certain what his end goal is. The idea of what he proposed to the Adventurers guild was off the cuff, and one of the main adventurer team leaders was meeting the Guild Leader when Ainz arrived. They were plotting against Ainz but whilst the GL doesn't tell Ainz he does become loyal and tell the Adventurer he's on board with Ainz's plan.

The maid was crying because of how sweet she thought Ainz was being like a father figure.
Also his voice is different, he's using one of those throat worm things to discuise it as people would realise he and momon sounded the same
A curious fact about the Pandora's actor, he was configured as an administrator and guardian of Nazarik's treasures, as well as magical items, so his intense attitude is due to the fact that he is going through a "withdrawal syndrome" for not being fulfilling its function.
as a side note: all those 'human' maids are homunculi - fake humans ^^ Ainz is using a lip bug, you saw him feeding before, to change his voice since poeple here know his normal voice from when he was play as a advanturer.
Fith's reaction was that she was moved to tears at how Ainz treated Pandora's Actor like son, when he could just treat him like a servant. You also see PA's himself sound moved when he comes to the same conclusion. It's only after Fith starts crying that that Ainz clues in to what a favorable treatment he just gave PA.
Lore tidbits and background details (wrote this while watching the video so thats why its edited):
This all takes place several months from when Season 3 left off, the movie coming out later this year will cover the Holy Kingdom Arc which happens between season 3 and 4.
Regarding the maid next to his bed all night, Ainz doesn't sleep he basically just lays in bed and reads books all night. The books he reads he places into his private inventory but puts a "smart sounding" book under his pillow in case someone looks to see what he's reading.
Its not shown in the Anine but Ainz actually goes through every page of those notebooks, he doesn't understand it (because they pertain to things like export/import manifests). But he does make a real effort to read and try to understand the best he can.
Out of all the denizens of Nazarick Pandora's Actor is the only one who isn't fooled by Ainz's "kingly" act, in fact PA is the only person who actually understands Ainz's struggle and the truth that its all an act. Ainz is still his creator, his "father", so he still treats him with absolute respect and deference.
Fith acted like that because she's being told that to please Ainz she needs to be herself and not just another NPC, if she wants to please him she needs to grow as an individual.
They really did the CG in this episode badly. The guards that are meant to be with Ainz as he walks through the city are a group of very high level Angels with heads of beasts that are "stunningly beautiful".
Regarding Ainz's voice: he has his own personal Lip Bug that he wears in public while acting as Sorcerer King Ainz, because Momon has his natural voice so he wants to make sure noone says they sound alike.
Now that Ainz has settled on a direction for his kingdom Albedo will fully support him by making the appropriate laws to create peace and prosperity.

The first time I read the volume of the novel where Ainz kill all of those people I was shaking and just asking “why are you doing this”
I think he could have gotten them to surrender if he had fire the same spell he used against Shalltear and just make a crater I front of them.

so its been a hot minute since ains took over the city and created his kingdom, momon (pandoras actor) is kind off like the sheriff and there is so much going on at the same time that the anima has a real hard time showing you everything but overall it does a decent job
If you're interested there is a fanfic "Valkyries shadow" that is a very good take on this part of the story, it focuses more on the "civilian" side of things with the POV character being one of the nobles of the new kingdom

If you're not aware. Almost all of content creator reaction that watch Overlord has the misstranslation. That the anime said Holy Kingdom but they translated as Theocracy

Albedo asked Ainz to give her command of a bunch of powerful mercenaries (summoned NPC's) under the pretext of searching for other players but actually after seeing how easily Ainz was manipulated by the workers saying they had permission to be there in season 3 she wanted to kill any players discovered before Ainz could encounter them so he wouldn't show another moment of weakness like that.

Ainz actually surpasses many of the residents on Nazarick when it comes to battles and ways to equip weapons to counters different treats.
But he does not know about politics but he does have a basic idea of it.

That little bug (lip bug) is it actually not trap in there as a pet.
The glass where it's kept is strong enough that it can climb and rest in it but is weak enough to brake is the bug ever wants to scape and the bug actually likes chilling in there.
And actually Ainz did not like the bug at first but as time went on the bug actually grow on him.

Ainz is suprise that the Death Knight is there because he always knows (he can sense them simce he created them) where every single one of them are but he could not sense this particular one.
He was also surprised that the Death Knight was sleeping (they don't require to sleep) but what actually made his jaw drop.
Was the fact that when Hamusuke ask the Death Knight to wake up he replied with a "what a bothersome".
Meaning that not only this Death Knight location was unknown to Ainz but he actually gain a personality making him unique and rare.

Edit: 11:24 only once. I was way off. Btw, the reason the "uniforms suggestion" was absolutely absurd and unthinkable to Albeido is because to her and everyone else in Nazrick, its blasphemy. That was literally going against the other creator's designs (in their eyes, the ones above god) who gave them their clothes and designs. So there is no way his suggestion would've been accepted unless they knew it was his idea, but Albeido was ready to murder someone over that. I mentioned it before, but there is only 3 people currently that have -500 karma (extreme evil) , and Albeido is one of them; So...leaving laws and punishments to her is definitely questionable but she will 100% run it perfectly and efficiently. She's crazy, but she's also extremely intelligent which is a very dangerous combination.

Oh I'll add this for context about S4. During the half way mark you might get a little confused as the anime just skips about a bit. This is because an arc from the books is being made into a film and so they have to skip over it. However seeing as how it's going to be a film I imagine that arc is going to slap hard. The arc being missing doesn't really impact anything too heavily I think expect the bigger worldbuilding and small details.

The NPC actually think that Ainz gives them roles because he's trying to be nice to them and let them help a little, but now that they know that Ainz does not know something it actually gives them a purpose and a feeling of satisfaction that in a weird way makes them more happy
Read if you want (in the back of their minds they all have the idea that Ainz knows how to do all of the things they do but he actually just gives them a task so they don't feel like they are just decorations)

It took YEARS for season 4 to be announced after the end of season 3. It was an agonizing wait and some thought they wouldn't even be continuing anymore. Leaving it in the Light Novels. When it was announced, we knew we had at least another year of waiting but I didn't care. Just knowing felt amazing

The writing is interesting and does not take viewers for children. We often find ourselves thinking exactly the same thing as the characters, while in many animes their reactions and dialogues are inconsistent with the events and the story.
remember that everyone in nazarick is inhuman including the maids they are homunculus they can stay up working for days but they do consume more food than humans the reason why they are with ains 24/7 is cos ains gave them a day off cos they worked literally 24/7 and they didnt want to take a day off cos its their purpose so ains lets 1 get the off day be with him as a personal maid and they jumped at the chance

Nazarick doesn't have a problem with a "clear identity", rather every NPC is xenophobic to everyone outside the group. also fifth cried, because Ainz and Pandora had such a deep and meaningful father son moment.

this is the season where most of the content is missing compared to the novel. You could have made the season from the first half. at one point the holy kingdom is also mentioned which was completely skipped and still comes as a movie. Worst of all though, if you only watch the anime you'll never understand the full extent of Philips "genius".
So while Ainz is very skilled pleyer. His actual intelligence is not too far above elementary school level as that's as far as free education takes you back in the previous world. Due to the dystopia world he grew up in everything is controlled by corps through a puppet government and they want workers as fast as possible so they give the bare minimum education to everyone expect the rich in which case they receive a full education up to university. Everything is hugely expensive that most can't afford giving their children an education to even high school level. This is one of the many reasons Ainz doesn't worry about wanting to go back home. His world is not a place anyone wants to be in.

This episode is one of thee few times if not thee only time I was disappointed in the english dub, as they forgot something important.
Thee voice we here of Ainz when he walks around in the flashy robe, is distorted to help avoid anyone finding it similar to Momon i believe, while in the english dub he is speaking normally... a minor detail but one sadly overlooked in the dub
Considering what his subordinates are like, would you really want his guild mates to be in this world? And also, remember what the racial traits of being undead does to Ains, like his emotions being suppressed, and now imagine what impact the race traits of his fiendish monster comrades would do, and the fact that they would share authority with him as well. All in all his comrades would be absolute calamities with racial traits that would potentially make them more hostile to humanity than Ains already is, it’s really not as cheery of a thought than you might think

Ainz is very selfish and want's the world to follow his wishes. He's like a kid in a way. But at the end of the day, if you just support him, even just a little bit, he gives you tenfold back. If you where at a party and skipped over his que song on Spotify he would kill you tho.
