    Sir thank you for uploading this, I have some questions.
    1. Is current Notesheet page same as PUC? or Correspondences, letters can also be considered as PUCs????
    2. Referencing- is that the references mentioned in the letters just below the subject???
    3. Should drafts be signed by higher officers??? And should drafts be properly kept in the same file???
    4. How is part files used?? What should be the name of the part file?? And should notesheets be used in part files too?? And how to amalgamate the part files???

      1. There will be 2 parts in receipts under correspondence that will be referred to in Noting:
      (i) *PUC* means paper under consideration means a receipt on a case, the consideration of which is the subject matter of the case.
      (ii) *Fresh Receipt(FR)* means any subsequent receipt on a case that brings in additional information to aid the disposal of a PUC.
      To facilitate easy identification of papers in correspondence, the paper under consideration will be flagged as ''PUC'' and the latest fresh receipt will be flagged as ''FR''. This is called referencing. If there are more than one ''FR''s they should be flagged separately as'' FR-I'', ''FR-II'', and so on...Even relevant page numbers(of PUC, FR) will be quoted invariably in the margin. other papers in the current file will be referred to by their page numbers only. Other papers in the current file will be flagged with alphabetical slips )A/23.n, A/12. and so on for quick identification by the officer.
      PUC will be placed on the correspondence side not the note sheet side.
      Yes, any 'receipt' (including letters received) can be considered as 'PUC' upon which file is dealt now. If any letter is simply filed and no decision is to be taken, then it is not PUC. All letters/correspondence on which decision is already taken and is kept in the file are not PUCs. The only current case on which a file is being processed is known as PUC on which decision has to be taken by the officer.
      2. Referencing: Process as mentioned above.
      3. Yes. Yes.
      4. Part files will be with the same number as the original file. No difference except part file nomenclature. Note sheets are a must in the part file. where 2 or more part files are opened, each will be identified by a distinct number e.g., part file-I part file-II, and so on.
      A part file will be merged with the main file as soon as possible, duplicate papers, if any, are removed.
      Appropriate electronic entry for the opening of a part file will be made in a computer environment so that easy tracking is facilitated for the purpose of merging the part file onto the main file on its return.

      No, draft copy or fair copy will be issue(as will be issued to offices/staff under you or other departments as a letter/Do Letter).
      A draft copy will be just filed after making corrections to it and a fair copy will be prepared based on corrections of the draft(letter/circular/do letter etc) which will be sent to subordinate offices/officers or higher officers as the case may be.
      For example, if a leave applied by your colleague in the office, you are the dealing assistant in staff branch who has to put up to the officer who is the leave sanctioning authority, then such leave letter is called PUC. Then, you will prepare a draft to leave sanctioning memo to the official concerned which is a draft. After making corrections, the leave sanctioning authority will approve the leave of the official. Then, as a clerk, you will resubmit the fair copy( draft after corrections that can be issued with no mistakes left)and this is called the ''issue''. . Only fair copies will be issued(sent)(draft will be kept in the file).
      *So, basically, PUC means any paper you are dealing right NOW on which the officer has to take a decision NOW.*

    Can I use black pen and apostrophe for some rulings in DRAFT , if I want it to be in limelight , ie, highlighting? Or only italics/bold/capitals/underline is allowed?

      Welcome ji.
      If you are writing an exam , using apostrophe, bold, capitals, underline will definitely help in grabbing attention of exam paper evaluator definitely and fetch marks easily as you are making his job easy. 😊
      Using these in draft of Government organisations is also ok but maybe used to barest minimum.
      Using black pen is allowed in exams as well as in Govt offices. No issue either way .

      It depends on the question given and context ji. If the question refers any correspondence already made in your branch, you may give next number. If it’s fresh case it starts with 1.

      Actually speaking, there may be two or three levels of officers. Ex: Secretary, Dy Secretary, under secretary etc. some files route through all these officers one by one and finally draft gets approved by highest level officer sometimes. In such a case , final officer signature is available only on note sheets. The lower Group B ( Gazzated officer) signs the draft letter and it reaches the official who made application ( that will be in correspondence portion) .
      2. There may be scenarios where the approving officer ( lower Gazetted officer) who decides the case also signs the correspondence portion. It depends on the level of office.
      2. The official come to know that his application is approved or not by means of a letter signed by the officer himself or by a letter on behalf of him( if he happens to be a senior officer and there is a lower rung Gazzatted officer under him )
      Then, the letter says ‘’ I am directed by Competent Authority to request…”
      Or ‘’Approval of Competent Authority is hereby accorded for sanction of….’’

    In noting is it active voice or passive voice. Because on net (national archives site) I read it should be active but here it is mentioned passive.

      It would be 90% passive voice.
      At the end of noting we generally use 10% active voice. For ex: submitted for approval of…. / order’s please. Or we may perhaps….. etc

    Sir, notes portion would mean the notesheets, and correspondence portion means the office orders/office copies/issues/earlier receipt/bills etc, isn't it???
    I use to give page number and note paras in the Note sheet, but how to number the correspondences????

      Dibyajyoti Ji,
      1. Yes. Notes portion means Note sheets. You will tag the note sheets and note sheets will run in consecutive serial numbers 1,2,3, and......
      2. Correspondence portion means all the receipts and issues
      ( both) of correspondence, you receive in respect of a particular case. For example, if it is a personal file of an employee in a staff section, all the leave applications(receipts), and leave orders issued (issues from the staff section to the employee) will be part of the correspondence. The leave application will be serial numbered 1 under correspondence (if it is the first leave), thereafter the competent authority sanctions the leave on Notings. Then, the staff section issues a sanctioning copy/leave order (this will be placed as correspondence) which will be serial 2 under correspondence. If again another leave is applied then that leave application will be numbered 3 and placed under correspondence. Now when the leave sanction memo is issued on approval of competent authority in the Notes portion, leave orders will be filed in the correspondence portion at serial number 4. so, it continues. Hope this helps.
