Please, Chris, PLEASE run this by a naval engineer. There’s a reason pontoon and house boats are built the way they are. The last thing you need is another boat sinking, or worse, one loaded with all your friends. This is serious stuff, and the Willamette/Columbia Rivers you want to take this on are deadly.
You should also get this certified by the Coast Guard with a vessel number (which I think is required for registration anyway).
All of this should done anyway if you actually plan to produce these things for people to buy, which sounds like a liability nightmare.

1- helm in under the hard top
2- seating for guest near the helm . ( I had another pontoon where the seats were a little further, was feeling out of the party sometimes)
I would allow clear views of the back of the boat from helm, maybe have stairs on opposite side
Have front of the boat lighter, maybe move hot tub back. Everyone seems to hang in the sun , makes waves splash over board . Hard to make toons plane as well.
Think about weight distribution, mine is a little offset to one side. More seating on one side makes the boat lean when everyone sits .
Just some advice from my few years of having pontoon of all kind

Love the plan, this type of partyboat makes so much more sense for Oregon.
Seems like a lot of chairs though, and less open space to move around.
Also plan for things like the TV or Sunshade as early as possible.
Might also make sense to make the enclosed stairs longer and add more dry storage.

I know it’s not common, but pontoon boats can and do flip in high winds. I’d make sure you’re thinking about that as you build a narrow boat with a second floor. A good gust of wind with a small wave in the right direction and that thing is going to roll.

Add some solid topsides around the bow area to give it some lift and prevent it burying the bow into waves, especially with the weight of that hot tub so far forward you'll bury it straight into a wave or chop and have it wash right through the boat, go watch some videos of people doing that on pontoon boats

My biggest concern (aside from not building it right next to the water) is the loads on the pontoons. That break between those “chines” will be a point of extreme stress (20 feet of moment fore and aft). Maybe use 5 pontoons.

    • @mmccon2007

There are two big advantages to having out boards. #1: The maintenance is way easier than in I/O or inboard. #2: When you're handling that beast near the dock the ability to look back and see exactly what the angle of your engines is a major help at avoiding a crunch. I would rethink putting your engines under a cover.
