I have heard this song done in many different videos and in every one of them no matter who is singing it the part Gloria reads is done as a reading with the same exact words. That's because that's the way it was written by Bill and Gloria to be done. It is meant not just to entertain; which it does; but also to inspire; which it also does. Our choir did this song this past sunday. I am so glad I started choir I loved that song. Next Sunday we're doing Everyone Arise. Our choir is pretty small thats because our church is small. Go Georgetown Baptist. Haha. Oh Gloria does normally do it .
I think the spoken word is very effective in this song, and it enhances the message of the song. When I sing, I will often read a scripture verse during the interlude, because I believe that the Word of God has power, and Romans tells us that faith comes by hearing, and hearing by the Word of God. When I play flute solos, I will read a verse or short passage before I play for the same reason.

i think Gloria stared having vocal problems so she quit solos because of that
