I'd also point out that some web comics artists have created whole series from PD heroes from the Golden Age. One of my favorites is "Curse of the Black Terror" on The Duck webcomics.

Yes the images are in the public domain. The only exception would be an advertisement if the company is still around (like Tootsie Roll is still in business). But the actual images from the horror comics are great on shirts, mugs, prints, etc.
For sure - you can pretty much do anything you want with these books (use them as is, sell them, make clothing, etc). The only ones that would be a bit tricky would be anything currently trademarked (like Barbie comics). The comics are public domain, but only as comics (not as clothing).
@@craftystax Yeah,in addition to making comics using public domain characters,I even want to make toys based on those same characters if the comics are successful enough.

I just view the page with Mozilla Firefox (or any web browser - Google Chrome, etc.). And then just right-click and "Save Image As". Hope that helps!
