Apparently what had happened before she started cutting the hair ( before the scene was caught on video) the hairdresser told the customer that she had 2 options: 1. Stay and the hairdresser calls the police, since it's considered stealing. 2. Stay in the chair and let the hairdresser cut out the hair. ( which she didn't fully finish before she started cutting). The customer chose option 2 and allowed the hairdresser to cut out her hair, that's why she's chilling in her seat. Hope that explained the situation :)
