Its worked...!!! I just restarted explorer.exe, ran the given command in Powershell window and restarted my machine...!!! I got the active task bar back....!!!! Many thanks....!!!!
What if every time you place the cursor where the task bar is it loads infinitely, while not giving you access to your task manager. Meaning mine will not open up no matter what, and it was fine a few days ago

From 2:24, I lost you completely. Where did that "command" you copied and pasted come from??? Also, then it was not clear whether you need to go to C drive and follow those steps regardless of whether you use Method 1 or Method 2????

So my tiledatalayer folder isn’t even there? My task bar fixes itself after 5-10 minutes when I boot up my computer it happens again
Tiledatalayer folder is now removed from Windows 10.

press ctrl+alt+delete on your keyboard and it will show you to blue screen and there you would find task manager.
