No , I don't think the junior water rights can be trusted anymore since they showed they are perfectly willing to ignore what they signed years ago. Time for senior water rights to drill larger and deeper wells than them . Making it so the shallower wells will just dry up first ... and gravity will be what enforces the pecking order of water rights. Cuz at that juncture of not living with agreements ... who really cares if the snake river is not but a trickle anymore .
