If I’m the Angels I’m seriously considering trade both Ohtani and Trout.. you can get easily the biggest trade return in history which would include a whole farm system filled with top prospect talent (hoping it pans out) and even a few young good current players in the league. Trout you can definitely still get some value for some big top prospect players of another good farm team and a young good developing player. They are 31 and 29 so still have years left of putting up great numbers and being huge assets to teams. Angels clearly even now are years away from being title contenders and need to get what they can for them now and rebuild off of those 2 trades and if developed right can be a young team that wins a lot in the future
Institutionally though, the Angels are a badly run organization with alot of clueless people in charge. I think getting prospects is a good start but if your farm system is poorly run idk how much you're gonna get out of them. They need a fundamental change in culture more than anything.

Padres have Soto, Machado, Tatis, and are even worse. Just having a few stars doesnt make up for the fact that the rest of the lineup isnt producing. Countless players have moved to Japanese professional baseball from the United States. Some of these players have been with the team for 10 years, but I have never seen them speak Japanese.
