I’m guessing this is a test map. The rotating palette could have been used for a test to make sure their code worked and the fact that the background moves the way it does can also be used to make sure things work right.
I'm guessing it was a scraped area or something like that, kinda like with sonic 2's lost palace level... either that or game devs really like messing around and leave weird stuff behind, pretty sure we'd all do the same.
Hidden Palace was way more broken than this map in the final release of Sonic 2 though. xD I wish the devs kept that level though, it would have been my favorite level. I feel this might be a test map since the palette rotates.
Is there a possibility that you can make a vid where they perform their Miracle Arts without any equipments? And then in every hit or move, equipments are added 1 by 1 from the weakest to strongest item
