It makes sense that the shotos get buffed by this since their AI probably already has some programming on how to cancel moves into other moves.
rather than 'cancelling', because there's no lag time, the CPU is back in an "open" gamestate and can react to the situation at leisure. It 'thinks' a lot faster than a human being does so it can make snap decisions based on the situation without practice or hesitation
