- PERSONAL AND IMPERSONAL CONSTRUCTIONS (PASSIVE)
Study this example situation: George is American. Nobody knows exactly where he is from, but: 'It's assumed that he's from New York' or 'He's assumed to be from New York'. Both these sentences mean: 'People assume that he's from New York.' These are called Personal and Impersonal Passive Constructions. Watch this video and learn more about them.

You can use these structures with the number of other verbs, especially: think, believe, say, suppose, expect, consider, think, report, understand, know.
Compare these:
Present Simple: It's considered that they work hard./They are considered to work hard.
Present Continuous: It's considred that they are working hard./They are considered to be working hard.
Future Simple: It's expected that they'll work hard./They are expected to work hard.
Past: It's reported that they worked hard./They are reported to have worked hard.

Hi. It's because "devoted" is used as an adjective in this sentences. For example, I am devoted to my job - Present Simple. I have been devoted to my job - Present Perfect. They are though to have been devoted to each other

I couldn't understand.. is there a pattern to know how the tense change from the impersonal to the personal passive?
We change the tense according the rules that we have when we go from active to passive.
like here in the first example. We have" assume" so the passive is 'is assumed.
For the rules :
We use with Personal : It + passive + that-clause.
Impersonal : Subject + passive +to-infinitive.

Why ?
Because in the second example it is personal. When it begins with a person then we write to be + Past participle + infinitive if it refers to the present , to+ be+ verb with ING if it is refres to present continuous and perfect infinitive to + have+ past participle whether it refers to the past or present perfect. I hope it is clear.

you should have written lose with only one "o". The one with double o means a different thing. "Loose" means "not tight".In the sentence that you have used, you should have written "lose" with just one o.
