There's only one thing I'm struggling with: if the original sentence has its reported verb in the "going to" form, how do we express the TO+INF when building a personal reporting passive? In one of your examples, you changed it into the present continuous infinitive, but then when you explained other ways of infinitives, you said that future tenses are expressed with the simple infinitive. So, is it "the president is believed to be resigning in 2020" or just "the president is believed to resign in 2020"? Thank you in advance!

Hi, thanks for your comment! In those cases using personal reporting passives is probably not the best idea, because they won’t really convey the same meaning tense wise. You can still use impersonal reporting passives (It is believed that...). 🙂
Could I ask you how would you indirectly report a passive voice? I mean Would the sentence "the water was drunk" be reported as "he said the water had been drunk" or as "he said the water was drunk"?

You made a mistake here. ....... the thief was hiding...... Impersonal passive : ..... to have been hiding ..... When the statement is in past continuous, we must use to have been + gerund
