I thought it was Takeuchi that wanted the gender swap. Nasu originally wanted a female main character having multiple male love interests, but Takeuchi knew that they needed a hit bigger than Tsukihime to be successful and didn't think a female MC would be successful in the VN market then so he convinced Nasu to change it.

She has much more in common with figures like Mithridates or Tigranes than Boudicca (because, let's be real, that's the association everyone was making). She invaded to claim power, she lost.
Took me a bit to find someone saying this, like what he said is just flat anti-Roman deception, when you can legitimately call out real Roman bullshit, like your aformentioned "roman generals and governors acting like bastards".
