    I kept this video on my mind when buttoning up my 1990 project, my cylinder is also sleeved. When i installed my new wave washer it binded up the center valve. I squished it, to remove some of the wavyness and that fixed my problem. Since yours binds without the washer i kept looking to see what it could possibly be. I noticed the bell shaped part of the valve is very slightly rubbing against the oustide of my sleeve. If it were machined different or the sleeve was any thicker it would certainly bind it up. Maybe your sleeve just needs a little dremeling to gove it clearance. If thats not the problem i could also see it being that one shouldered stud just being too deep and touching the operating rod.

    My guess is the sealed aluminum barrell is being slightly pushed against the toothed operating rod. You could brish some light paint or dye in the aluminum part and tighten it down, see it sny paint transfers to the operating rod, and file down anywhere that may be touching. Im not sure if this is whats happening, ill study it more when i put my 1990 kips back together.

    Is there crud in the bottom of the cap? And Do you have a gasket?

      No crud and no gasket, I believe it's just an o-ring.
