I was stumped by this for a while. At the character select he's wearing a domed hat like a yamaka or taqiyah but also robes that could honestly be a from a TON of different places. The outfit for the events doesn't help either. I want to say he's from somewhere in Africa because of his dark skin but then he also has green hair so..... If he wins he wears a really fancy European looking outfit almost like a fox hunting garb and he's holding a mug like what Germans might drink their beer out of. I gave up and looked it up on TVTropes. He's from Kenya.
