Still there's no denying that she is amazing. But while it is possible that she's stronger, it doesn't matter much though, both have reached a very high level of mastery and it would be a hard fight regardless and the winner would win more thanks to creativity and intelligence than pure strength. The funny thing is that they have *very* similar personalities too. They're both liars, they're both looking for unrefined gems to polish, they try to draw out talented people's full potential. The only difference is that Hisoka murders them afterwards that because it makes him horny while Bisky isn't that depraved xD

However we don't know if she has any offensive nen abilities, ofc she should have but since we have no proof of it we cant say for sure. So if she does then she would absolutely wash hisoka with mid difficulty, but if she doesn't then hisoka would probably win with high difficulty. As in if she has offensive abilities she'd but it would be a bit tough. But if she didn't have wny of those then hisoka would probably win but like on the verge of death. Cuz account to togashi himself, bisky is one of the best nen users we have ever met. So while bisky could be in the top 5 or 6 best human nen users, hisoka in the department where he could be in the top 30 or 40. Thats still insanely high but you have people like Zeno, illumi, silva, some of the zodiacs could be up there, neteros son, kite,, etc etc etc. If lets say i made a tier list of the top strongest nen users. It would go like Sss Meruem Ss Netero, pitou, youpi, S Bisky, zeno, ging, A Silva, hisoka, illumi, razor, kite, etc etc. My point is, there are different ranks to these people and even tho hisoka is in the top like 0,1% of the strongest nen users, he still isn't on biskys level. BTW yes i put netero and the royal guards together because according to togashi too, pitou was the 2nd strongest nen user gon has ever met. And since he saw meruem and netero in his life time, that puts pitou around netero if not above him nen wise. Although in a fight I'm sure netero would wash, but power wise she might be stronger. I i put youpi there too because after his encounter with gon, he literally makes an ability that makes him sooo much stronger, he uses rage and turns it into power. Also he got a transformation for fighting. Anyways imo it makes sense. There are characters i didn't put here because we don't know their powers, like pariston, beyond netero, succession war characters, and the strong zodiac member botobai. He has 3 stars which makes him the top of the top of nen users, and he is specifically a hunter that focuses on terrorists. He is a terrorist hunter which probably means he is Insane at neutralizing targets. Also he is on thr defense team, which if you haven't read thr manga you shouldn't Google what it is, but basically everything hints to that he is insanely powerful. Oh oh also hebis the oldest zodiac. Age in hxh normally means lots of experience. So yeah
