After the UV resin, mica & glitter combination is applied, we coat until smooth with standard epoxy. I would not recommend doing this technique on top of an already epoxied surface without additional coats of epoxy to seal it. UV resin is not designed for everyday wear & tear, and would rather quickly breakdown if it was the exterior application on a tumbler.
I use one 60-second cycle per section. This could vary depending on the type of light & UV resin you use. If yours is still slightly tacky after one cycle, try another :)

No, the uv light and uv resin is needed to quick-cure the texture left behind from the bubbles.
You can get a similar look with a textured cake/fondant mat and fast set epoxy

How many coats of epoxy do you put on to finish the cup? Do you epoxy until smooth or leave textured?
Add 2 coats of epoxy on top of the UV resin, then sand. Add another coat of epoxy and sand - repeat until smooth!
Can you coat the whole cup first? Then do bubbles and cure or is it better to do it in sections ?
You’ll want to do it in sections so it doesn’t drip!

Did you take the plate off of the bottom of it? (The plate you would rest your fingertips on if you were getting nails done)
@@pslegge yes, the metal plate was removed! Ours has a magnetic base that easily slips on/off.
