If there was two plane about to collide, one didn’t turn on the TCAS, one turned on the TCAS, they wouldn’t able to see each other because if you wanted to see the plane that was it on a collision course with us, you need tp have to other plane have the TCAS on.

As the two aircraft approached the Grand Canyon, at the same altitude and nearly the same speed, the pilots were likely maneuvering around towering cumulus clouds. (The Constellation's clearance required it to stay in clear air - and above cloud.) As they were maneuvering near the canyon, it is believed the planes passed the same cloud on opposite sides. At about 10:30 am the two aircraft collided over the canyon at an angle of about 25 degrees.[9] Post-crash analysis determined that the United DC-7 was banking to the right and pitching down at the time of the collision, suggesting that one or possibly both of the United pilots spotted the TWA Constellation and attempted evasive action.

Because of this, he couldn't complete the maneuver, and crashed into the tail of the B-17. Surprisingly, the B-17 was still flying, with a giant hole in it's tail and one Elevator gone, and the rudder was hanging on by a thread.
Überlingen was extremely tragic as many school children died and the ATC on duty that night was assassinated after the event. Also the JALs at the start were also a real event, that were extremely close to colliding and becoming the worst accident in aviation history
Mid-air collisions are very unlikely to occur these days due to the fact that systems to prevent these have been modernized and that the aviation industry has learned from its past mistakes. If anything, runway incursions are way more likely to happen due to the ever increasing traffic of aircraft and the closeness of them on ground

GOL is really sad as the other plane survived but the commercial plane didn’t and when the commercial plane collided, The plane banked fast and was falling at cruising speed before breaking apart mid like separating and eventually crashed.
