I might have this wrong, but I think the Dwarfs have more of their old range still available for AOS than either High Elves, or The Empire, so my guess would be that one of those two (or eventually both) would be brought back before Dwarfs. I've been elbow deep in Orks for 40K recently, so I am tempted by the Greenskins for The Old World too. I might have some of them still in storage, if I can find them.

Suspension of belief because it doesn't have membranes on the wings? It's a dragon, a reanimated skeleton dragon at that, belief should already be suspended! 😂
Don’t worry about that, especially for old world with lots of core troops in rank and file. Depends which army too, skeletons are quite simple now with contrast and a Drybrush
