When cold (blue light in dashboard) the engine has a very slow throttle response and it feels very sluggish.

You might have a faulty engine! Mine accellerate just fine no matter the temperature (outside or of the engine).

I work in a rent-a-car with many clios and capturs tce 90 engines...I don't believe all of them are faulty. Maybe it's just me that is used to 4 cylinder natural aspirated engines.

Are you an idiot? Even the Clio RS Trophy stays at 3000 rpm around 130. This is not an idiotic 8 speed automatic where you spin 2000 rpm at 140.
