Here in Canada, we have gates that we open to relieve the pressure. Controlled dumps to prevent overflows. Mostly it works, but sometimes it’s just too much water and no amount of relieving works.
That doesn't look like a dam that "broke" (or failed) it looks like a dam that stayed in place and was breeched and the emergency spillway wasn't adequate or wasn't designed properly. This is occurring all across the US as we see record rainfall events.

Now if this area wasn't done properly, then it is on whomever built it. The Oroville Dam is an example of a place where it wasn't designed properly as was the dam failures of a couple years ago that took out two dams in a row. It is called proper design work.

John Wall, it might be interesting to see what effect the flood scouring of those tree trunks did? Maybe another video of that and how well that lawn (from where the flood over topped that bank) prevented erosion from occurring (if it did)?

What not a failure....that's a breach....meaning the water level has exceeded the dam height....there's a huge difference.

It looks a lot like an engineered spillway that's had trees grow in it, breaking up the flow.
