Well of course there was no chance that Rachmaninoff would say the greatest composer of the generation was himself due to his horrible lack of self-confidence.
His lack of self-confidence is shown by the fact that he needed to see a therapist, Dahl, in order to be able to start composing again after the failed premiere of first symphony, just for example

Heck there are three other Russian composers alone in front of Rachmaninoff: Stravinsky, Shostakovich and Prokofiev. Schoenberg had a greater influence on music. And if we are comparing the works of composers written in the early-to-mid 20th century (when Rachmaninoff was active), then we confront Debussy, who wrote several works that put him up there with Stravinsky, even though many think of Debussy as inhabiting the late 19th Century. A good argument could even be made for George Gershwin.Then there is the strange case of Charles Ives, who -- in my opinion -- is the greatest composer America has produced and who is only equalled by Stravinsky and Debussy.
What a pianist Geoffrey Tozer is! Is there any piece he cannot play? And play beautifully! Please listen, on you tube, to him playing 'Reminiscences de Norma'. by Liszt. Be prepared to be spellbound.

Rachmaninoff considered Medtner the greatest composer of their generation and from there 4 pieces, it's easy to see why!
