So your example is Colorado is 213 (PPO) and 212 (TSH), Toronto being 156 and 151, the refs just decide to call a low or high penalty game based off who is playing and it balances out. Okay well Florida is 201 to 164, Detroit 166 to 188, Washington 176 to 204, NY 165 to 193 and Ducks 161 to 196. So I dont think it is "balanced out" by the refs.
