Yeah this method works to a slightly different result, you can get a more constant look of the particles raising up from the waves using geometry nodes but to get a more random effect as I made here I'd say a particle system is the easier way to go, both methods do have their merits though!

guys you can use set position -combine xyz -random value (ofcourse with join geometry).
Doesnt need particle system in this way
