Procreate does have animation assist mode. But there're also procreate dreams that's specific to make animation, and I think that's what he uses

It’s Outline brush from my brush pack, you can also use the default Studio Pen brush to get the same result. I just increased the size in the brush settings and used QuickShape to make the lines smooth 👌 Hope it helps! ❤
