I think because Rue narrates the series and it follows it mostly through her eyes it can be easier to sympathize with her, but when you realize Jules is also just a teenage girl, who's been exposed to trauma and has her own issues she's trying to cope with. Rue putting the weight and responsibility of her soberity on Jules isn't fair or healthy. Jules has been dealing with being blackmailed after she genuinely fell in love with "Tyler" aka Nate.. after she's spent her teen years hiding away and having many hook ups with men who would not even hold her hand in public/daylight. I think it's something a lot of LGBTQ+ youth relate to and understand. Along with Jules already experiencing her mom being a addict and abandoning her, so I think Jules way of coping is trying to run away from all her issues. Also something noticeable is at the start of season 1 Jules is always seen in bright pastel colors and extremely happy, but as the season progresses her style becomes darker and darker representing her going deeper and deeper into depression after dealing with Nate's blackmail and Rue relying on her. wasn't trying to make this so long but i could go on & on, it's easy to get annoyed but when you look at things from someone else's perspective you can remember they have so much they're dealing with themselves
Another comment. Rue was diagnosed as bipolar by a professional in her childhood flashback during the first episode. In the last episode, I think she was searching whether a bipolar person can tell when they're in the middle of having a manic episode.
I don't know whether you're aware, but they released two narrative specials during the pandemic focusing on Rue and Jules. They take place between season 1 and 2 and widely considered the best episodes of the whole series. The first episode, Rue's special, was even nominated (or won) for the prestigious Peabody award. Some reactors tend to forget these episodes or skip over them but I promise they are totally worth your time - especially the Rue special in my opinion. The Jules special will fill in the gaps for some of the reservation you've had about her character in the last half of this season so it's worth it just for that.

all of them have their flaws despite being 17. just because people are young doesn’t mean you can excuse what they do. i love jules, but she wasn’t good to rue
