That makes that air less dense, lighter, than the air above. The bottom air is also under pressure from the weight of the upper denser air upon it. A slight push of a portion of the less dense bottom air into the more dense upper air causes the air to rapidly expand in the lower pressure found there. The rapidly expanding air pulls in more air from below? If concentrated enough, a self-sustaining vortex, a “snow devil,” is formed. Notice that the snow devil dissipates on the cleared street. *Dust devil are driven by heat differentials.

I have there rare and can happen when lying snow comes into contact with 2 wind gusts coming in opposite direction causing them to rotate and that rotating wind picks up snow and sends it flying in circles

I don't think it's strong enough to pick up anything other than paper. Cardboard might be too heavy for it.
