I’ve heard of dust devils, but not snow devils.
Wow! That’s a density driven “snow devil.” Similar to a dust devil*. Evaporation from the snow is filling the air near the snow with water vapor. That makes that air less dense, lighter, than the air above. The bottom air is also under pressure from the weight of the upper denser air upon it. A slight push of a portion of the less dense bottom air into the more dense upper air causes the air to rapidly expand in the lower pressure found there. The rapidly expanding air pulls in more air from below? If concentrated enough, a self-sustaining vortex, a “snow devil,” is formed. Notice that the snow devil dissipates on the cleared street. *Dust devil are driven by heat differentials.

Snow devils not tornadoes! As in dust devils in dusty areas like deserts.
Only a tornado if it's (1) attached to a thunderstorm cloud and (2) if the pendant funnel is in contact with the ground. Called a Snow Devil (same thing as a "dust" devil or "dirt' devil except this is over snow). Caused by converging air/wind currents between both houses and likely aided by the heat rising off the warm surfaces of the roof. Still, a nice catch!
That was NO snow tornado, it was a flake devil.
Same concept as a dust devil, but much rarer.
