I think i know what happened to heap!
I presume it was left behind as nameless was attacking the city, nameless may have also dropped sentinel and speedster as they are seen in the level, heap may have also lost its base parts that the so called humans gave it to attack so it now has to restort so scrap, it also seems to have plans to over take nameless and use him to get stronger as shown on the screen in the speedster scene
(Sentinel needs a second level to himself tbh)

You don't have to be too hard on bad levels, create PA levels is very arduous and complicated.
