Chicken wire mesh for structure and moss. It's super easy to grow and will help stop erosion and it's super drought resistant not to mention it looks beautiful.
I know where I live, you can purchase discarded telephone poles for 25$-50$ a piece, wrap those with chicken wire with a pole like every 10ft or so helps with erosion and the pole give structure and will help with landslide, male a fence basically
I’d say cut that wall back on a more gradual slope and seed it. The roots will hold everything together. Do not get close in its current state, that dirt can shift and suffocate you.

A word of warning on the wood framing: I constantly see wood framers do as they please without regard for what drawings are showing. I wonder if you have an inspector that is going to be checking on the framer's work. Wall alignment, wall-on-wall construction- not stable!- toe-nail connections where not appropriate for high loads, incorrect top of wall elevations, etc. And framer's will just say "I've been doing it this way for 40 years" as if that makes it any better. If I see a thing out of place I will be raging in the comment section!!

On the other hand your intuition for cheapest solution is spot on, but as a construction engineer I can tell you I personally wouldn't go near that "cliffhanger" you made. Btw you'll need a geologist to come on site periodically to evaluate how stable that is just to be "safe". Sorry for grammar, not my native tongue 😉👍

Idk what you had planned for your garage (if you have one) but when you pour the concrete I would also pay someone to coat it with resin that way it’ll have that great feeling and it’s also much easier to clean
You have an opportunity with the corner of that parking lot. Build a stone block wall(which you could mural) or giant rock wall ( Megalithic Style ) Limestone/Granite carvings , something beautiful instead of just prevent dirt from falling
If you use railroad ties I would suggest asking where the railroad plans to do replacements as they normally just leave the old ones in piles next to the rails.
You might want to think about dicondra grass. It’s a type of grass that looks like clover. It spreads but you never have to mow it and it won’t let the ground erode. I probably spelled dicondra wrong but I spelled it phonetically.
If you still have logs from some of the trees that was cut down them up like like post are like a log cabin wall may have to dig some holes but it's using what you have

Your going to need to invest in either a company to spray the rock 3 times a uear. Or a nice 4 wheeler with a large sprayer. Because you might be getting some weeds eventually, no idea how the weed growth is down there. A sterilant weed killer would be best before emergence.
your gonna need to build a retainer wall ,rain erosion is real . You have Zero tree's to suck up water on top but you have architects so I'm sure you know all this
I know it's gonna be the backstop for your gun range but alot of the suggestions are right either stair step it or slope it back to about a 2 to 1 or 3 to 1 and then you can grass it and it'll help with the erosion and still be an effective backstop straight down is gonna break off horribly in time bubba

Please be very careful installing a heat source (sauna) right beside a water source (bathroom). This would breed mold if not properly installed / vented.

You could try a loose stone retaining wall. Not super common, but fairly effective, and not nearly as expensive as a full retaining wall

Tiered garden beds/shrub beds down the range walls to stop erosion and some scenery added out there so its not just a dirt wall.
Look up Valor Ridge, Reid threw up railroad to catch the erosion from his range walls.
