The Archdiocese of Los Angeles (the largest in the US and possibly the world) still does not have a Cardinal. Francis keeps passing up Archbishop Gomez and gave the red hat to the Auxiliary bishop in San Diego in 2022 named Robert McElroy. The American Cardinals are all the same Francis type.
I don't think Pope Francis will pick another cardinal like O'Malley. He's too nasty and not at all like Francis' vision of what the Church should be which is all about love and acceptance of others.

I've met two many many years ago but before they were cardinals. One was a bishop and the other an archbishop.
If Bishops are named to become cardinals and a Pope dies before a consistory do they get to attend and vote at the conclave.

I don't know about that. If you've been following what's been going on, Pope Francis has really slimmed down the Church during his papacy. His latest was to greatly simplify the funeral of popes.
John Paul II increased the size of the College of Cardinals by almost 40. Francis may choose to slim it back down.
