They have appeared as both his daughters and as maidens in "court" in myth. I think they took the better path to keep Odin's family tree more concise and to flesh out each one. In addition, you have to think about what Odin did to the Valkyries in the first game, he imprisoned and tortured them across the realms. It makes much more sense than if they were actually his kids, but I guess that's not beyond him after what he does to Thor.
Let's be honest, the Eddas are hardly reliable sources and we don't have much else when in comes to sources for Norse myths from that actual time period.

I'm not sure that was ever the case otherwise Thrud's wish to become a valkyrie wouldn't make any sense.

Yeah and baldur was supposed to be killed by a trick of loki. I think the mythology isn't 100% lol
