I had a similar issue putting one of the TKY fairings on two of my bikes. They just dont sit quite right, especially around the headlight. Just gotta chalk it up to typical aftermarket fitment.
I did that same thing when I mounted one on my old Honda Shadow. I ended up turning the fork brackets around so the mount points were behind the fork instead of in the front. That way the fairing was back just far enough for the headlight to be even with the fairing and looked better.
It looks like the fairing itself isn’t drilled in the bracket in the right place inside the space for the headlight. Unscrew it, tilt it into position and then tap and drill new holes and remount
get two sets of Memphis shade Adjustable Fork clamps (4 in total ) and a trigger lock, drill and tap the bracket after aligning where the fairing should sit.
There should be 2” for you to adjust the bracket. Disconnect the fairing and on the front holes for mounting you want to cut so you will be able to adjust back and forward. Drop your email and I’ll send a pic
incase you diddent get it sorted try drilling holes in the bracket just before the steel bends to line up to the fairing its self it will bring the top of the fairing back
FWIW I know the bike is sold and this comment is geared towards Harley's since I don't know how that headlight mounts but they make headlight block extensions and drop down block extensions so that the headlamp is sitting further out and if necessary down as well if needed.

Can you possibly make a video of the wire set up. The video they have for metric bikes doesnt look anything like the vstar set up. Thank you

mine shakes like hell and i can't figure out how to get it to stop
Yes you may have to drill a hole to line it up I had to do that to a few bikes
