Alternatively, it might be an attachment issue. They might not have wanted to bury or cremate them because they couldn't handle that final goodbye. In which case, where were family and friends to intervene and help set healthy boundaries? It's not wrong to keep a deceased pet for a day or two to say goodbye -- everyone mourns in their own way -- but when it becomes a health risk, it's no longer mourning. Either they were a heartless bastard or heartbroken and mentally ill. There's really no in-between on something like that

I do understand keeping them there maybe a couple days but 6 months? If it was because they loved the dog as soon seeing them rot away and smelling that would be worse than having them die in the first place. I’d like to think that you’re right though it’d be better than knowing the animal suffered while alive.

The British particularly did that for a few decades. Then when they left the UK they did it in the countries they lived. My grandparents had carpet in their bathroom until in the late 80s. I finally convinced them how gross it was. Oh they also had fluffy covers on the back, the seat lid AND the seat!! I got them to throw them away lol.

My tennants have become friends over the years. If you keep your tennant's happy and dont ignore any issues they have they keep up with their end of the tenancy agreement.

To live in a mess like that when it's rented needs identifying and enforcing more quickly, whether the landlord is private or council (i.e. we council tax payers). Regular inspections should be allowed e.g. every 4 months. Some people get themselves in a terrible mess e.g. through mental health issues and deteriorate rapidly without help. Others are just destructive and should be blacklisted.

Imo , if they are getting free housing, they should have to submit to quarterly inspections of the properties.(maybe more for past hoarders/violators) If not cut them off. You are getting someone for nothing you should be held responsible to respect it.

The quick answer to your question is toilets, particularly in properties where space is limited, must be as far from living/food preparation spaces as possible. The area by the front door is the furthest point from anywhere else in the flat. It's a health/hygiene issue.

No wonder people keep trashing council flats. They get so bad legal action is threatened, the tenants give notice, and the council is left to clean up after them! I could become an insanely slovenly person too if I knew I could just swap out to a clean place when the current was too dirty without massive financial consequences!
I believe tenants are charged for cleaning costs and/or refurbishment. Probably also fines for trashing council property
They actually are held accountable they are forced to pay all cleaning fees as part of their agreement with the council when getting the house
So why didn't the council sort out empty property?
All tenants should pay for damage even if they want to leave the place. They destroyed it they should pay for it. They did not receive it in that state so why should they walk away from it for free.

It's actually amazing how many discarded bikes and bike parts you find in properties.

No one seems to be grateful anymore or have pride in their environment. I'm grateful that I have a job that means I can afford to pay for a roof over my head, so I take care of it. You don't need money to be clean and tidy
You know it's getting bad when they have to go around checking these pigs houses if they have cleaned up or not.
The way they casually gloss over the fact that they're literally telling people how they should live is kind of chilling. That old guy's probably on a fixed income and can't afford contractors and they're gonna throw his life away cuz they "say so" sickening.
I think they have fairly a good couple of weeks to comply though. On one hand it's intrusive but it's intrusive for the neighbours if they get their homes invaded by vermins.
1) Health hazard to tenant
2) Potential to become a vermin nest
3) Fire hazard
All three of these can easily spill over into the lives of other residents and cause them harm. Personal freedoms are limited. When you are affecting other people's health and homes, you lose the right to decide for yourself anymore, because it's no longer only affecting you.

Imo , if they are getting free housing, they should have to submit to quarterly inspections of the properties.(maybe more for past hoarders/violators) If not cut them off. You are getting someone for nothing you should be held responsible to respect it.

Why is the loo just inside the front door? Maybe it’s different in the UK, ours aren’t by the front door in Texas. We also do not have Council Houses, but these look like nice flats, too bad people are so disgusting and trash where they live. They do that here too and I just don’t understand it. The quick answer to your question is toilets, particularly in properties where space is limited, must be as far from living/food preparation spaces as possible. The area by the front door is the furthest point from anywhere else in the flat. It's a health/hygiene issue.
Toilets move around depending on the house
Being required to have two doors between the toilet and the kitchen or living room or it used to be that way.

No pets allowed on tower blocks? I mean c'mon guys... It makes sense to me if a flat owner doesn't want his tenants bring pets in. But being forbidden in all flats just because it's a tower block? If you are responsible with your pet's needs why not being allowed to have one in? Ridiculous 🤣

Some people can be deadly allergic to animals or even mildly it's just needs vs wants.
Also just be scared of various animals.
I’m sure it’s equal or worse in the US, but there is no show about it! There is “Hoarders,” which is the extreme, but there is no real show about cleaning and waste removal of the typical American home.
