Very interesting start! I think coming across a species with similar beliefs is going to be quite a puzzle, what we have in common with them are traits that are bound to keep us wary if not hostile to each other. Terra's governor, who so far has been a very positive and valuable influence is also trying to bring forth a such a conflict. At this point, I don't know that it will be avoidable for very long if the situation stays as is. Expanding our territories agressively seems like the course of action we stand to gain the most from, yet it may be the decisive factor in our stance regarding the Tyreen Republic. It may be sensible to keep a neutral stance with our newfound neighbours for as long as it can maintained, unpleasant as that may seem.
What I did concerning naming planets, I named the first I colonized under my current Emperor „Colonia Valeria“ since his name is Marcus Valerius. I will do that for his eventual successor as well. And I‘ll probably take the names of people who did outstanding things to earn me my worlds to name them. Like after a war when I acquire a new planet I‘ll rename it after the Admiral who led the fleet, stuff like that. And the Cybrex Ringworld I will get from having Cybrex precursor will be Nova Roma. Elysium looks like a designated city planet to me in the long run since it has lots of city districts. It could be your forge world, or the Planet to put all the consumer goods factories. Most likely that since you‘ll need that one first. And concerning Empire Sprawl, it’s still not really important as long as you keep growing at a normal rate and research the occasional cap increase. Once you can’t keep growing consider designating a „bureaucratic planet“ where you concentrate the cap increase buildings, like your center of interstellar administration. That will make the cap pretty much obsolete. The Edict thing is from the latest dev update, not from one of the mods, and I quite like it that way, since it’s like the smaller-scale policy your government is following, apart from the laws that governs your state. There are other edicts that still have a runtime. And on the matter of the Tyreen Republic, I would say beef up the fleet. Since you are both xenophobic, war should be inevitable.

There is an eddict perk that allows 2 more so at end game you could be running capacity overload , more minerals, and research.. pretty useful especially if economy is not your strong suit.. As for the new xenos rome would attack.
Obviously you fortify the checkpoint and seek to expand your fleet. That will be the first debate where all senators agree with the emperor. The following debate will be the long term strategy which you have the vote for.
To answer your question on why the 2 stars have the eridani name wouldnt be because of extinct bird people. It would be because they are part of the constellation.
The reason that there are differing systems with the same name, i.e. Epsilon Eridani, and 40 Eridanus is because they form elements of a constellation, Eridanus when viewed from Terra. It makes very little sense for Romans to be Xenophobes, imo. They were anything but. They were open to welcoming the culture, technology, traditions and even people of even the most abhorrent barbarian civilizations they considered beneath them. They always worked to assimilate with foreigners and had no qualms about introducing foreign-borne influences into their civilization. Many Romans were straight up Hellenists too. If anything, they should've been either Xenophilic or neutral, imo

They stole people technology and traditions, killed or enslaved those people and claimed their inventions as their own. They were VERY likely to be xenophobic if they somehow made it to space.
Maybe i'm just a minmaxer but your inefficiency is driving me up the wall. Floating resources and having idle ships at the start is so bad. You dump 200 infuence in the exploration policy but you think 3 research ships are fine while floating 1k minerals and 300+ alloys and not having a "researcher available" to do the digsite..
