They're just using the Ishin/0/Kiwami engine again instead of Dragon Engine mostly because they have some new and/or non-RGG staff working on this one and they figured it'd also work better with cel-shaded graphics.
It's the same as Yakuza albeit with some noticeable changes (circle is stun instead of the usual grab, stuns are required to use heat actions, etc.), so it does has a lock on button and certain moves will snap to other enemies if you push the stick towards them.
Day one purchase for me, this is the game i wanted from my fav manga/show (along with DBZ). I just want to see Falco and Kaioh interact with Raoh but probably won't ever happen 😂.

The basics of the controls in these games are usually the same, so it's not that difficult to get acquainted with them, but this game is still different in its own way, so i'll need to play more to get even more familiar with it.
