Police Arrest Healer at Homeless Encampment

- Santa Monica Police Officers in the Homeless Liaison Unit (“HLP”) arrest a healer at Santa Monica Beach on Thursday, October 13, 2022. The Officers were enforcing public camping when the person intervened. She was charged with Penal Code 148 a 1 PC, California statute makes it a crime to willfully resist or obstruct a police officer, or EMT, in the performance of their official duties.
Santa Monica Municipal Code 4.08.095 Prohibition against camping in public places:
(a) No person shall camp in a prohibited public place.
(b) For the purpose of this Section:
(1) “Camp” means to erect, maintain or occupy a camp facility for the purpose of living accommodations.
(2) “Camp facility” means one or more of the following: tents, huts, other temporary physical shelters, cots, beds, sleeping bags, hammocks, or bedrolls.
(3) “Prohibited public place” means any of the following: the public parks listed in Section 4.08.091, public beaches, the Santa Monica Municipal Pier, public streets, public alleyways, public parking lots, public passageways, public rights-of-way, publicly-owned landscaped areas or greenbelts, public educational institutions including properties owned by the Santa Monica-Malibu Unified School District or Santa Monica College, or other government-owned properties located within the City of Santa Monica.
(c) The City Council may, by majority vote, establish one or more specified camping areas. Such camping areas, if any, may be located in prohibited public places, except that such camping areas shall not be located within public parks.
(d) This Section shall not take effect until March 1, 1995. (Added by Ord. No. 1768CCS § 4, adopted 9/13/94)

SMPD is committed to addressing homeless issues through the utilization of a nationally recognized homeless engagement model. The major components of the Homeless Liaison Program (HLP) model include; Relationship Building, Networking, Outreach, Education and Enforcement.

She definitely has mental health issues and needs to have some professional help. She unfortunately is always high in all of these videos that she jumps into. Very sad to see. Her violence is not healthy for society though to have to deal with. She is continuously interrupting the police and health inspectors in the jobs that they have to do -- and that is wrong.

I'm actually her best friend and I know her really well she's been through a lot of trauma and she's trying her best to heal herself as well as others and make a difference in the community. However I trying to show her that there is a more effective way of protesting getting your mind across as opposed to coming off as a crazy person on a soapbox organization is something that can help and activist become more persuasive.

this is SoCal and this type of interaction is unfortunately the norm and not the exception.
Resisting is a secondary charge, which gets thrown out in the event of an unlawful arrest, such as this. And obstruction is a physical act. Video proves the arrestee committed neither offense and was unlawfully arrested. The cops are just tired of hearing it from her and they know she won't sue after charges are dropped, because she probably doesn't know her Constitutional Rights just like most people don't know their rights.

I saw in another video that she actually took off her shirt, stood on top of a ledge, and was yelling at everyone. No one did anything to her on that day and she just freely paraded around. So glad they finally arrested her. Also, I seriously cannot believe THE PATIENCE the officers have with her. I don't know how they do it.

Build a free hotel, room like the beach bathrooms, they dont need to be big, they need a toilet, shower, sink, cot, drain in the floor, 4x7 room, 30,000 rooms in one building, security on each floor for protection, once the individuals have shelter, and ability to stay clean they can get jobs, now there is healing, true healing but only if you try

Can someone please tell me what is up with this girl Daisy. Allegedly, she lives in a big house with other people and has three full square meals a day and yet she goes to the beach all day long. Supposedly she has on governmental SSI and yet has a great place to bathe and sleep every night. So why is she doing nothing all day long but being at the beach and showing herself to be nothing but an annoying bastard! She's not disabled and she's certainly looks healthy enough to work, so what's the problem? How come it's pretty healthy looking girl who is so energetic to walk around running around all day why is it that she has no job?

Can't be homeless at the beach, or park, or under a bridge as I have seen in another video as jogger complained it intimidated them. Can't live in an RV, they aren't to be on the street. Go into the woods and get driven off as it is off limits for living. Where can you be homeless?

This was the difference between Santa Monica and Venice. LAPD doesn't want to do their job's so they basically look the other way, get their late, if they even get there at all. SM had stricter vagrancy laws and started enforcing them. That was two years ago, just as the Police were starting to get tough again, after doing almost nothing during the Pandemic. Now we got a new soft on crime and drugs City Council that wants to hand out needles and other paraphernalia in our park's? Please City Council let the police do their job's. We are not America's homeless dumping ground, or a safe zone for drug users and criminals. It's a beautiful city, please protect it.
