At Chapter fourteen of MK9. It was SubZero {Kuai} Who beat noob. And Noob stated that he felt restored,. So he can manipulate darkness and has the Lin Kuei knowledge. Therefore Noob>Sub Zero Bi han
There are a few misplacements in my opinion, but the two blaring ones, again in my opinion, are Onaga and Cassie Cage. Cassie is overrated and had PLOT ARMOR Onaga was using Reptile's body in the first timeline after his rebirth which could not handle all of his power. Before he died he was so feared that Shao Kahn had to resort to poisoning to kill him. Tbh Onaga would be at #3, #2 with the Kamidogu, and #1 if he became the new 'One Being'.
In the comic it is stated that he was using Reptile's body as the catalyst to his resurrection and that it wasn't able to contain all of his power since Reptile isnt a dragon or a descendant which proves that he was way weaker in Deception & Armageddon. Also look up his ending that they had to take out of the game since it would prove how broken he is. And you wanna tell me how someone who just got beat utterly by Sub Zero a week or so before going up against Shinnok was some how able to beat a god and not be considered as a plot armor win. Especially when you yourself have stated how Sub Zero is far weaker than Shinnok?

Cassie is tough and people don't give her enough credit, but..... She is not stronger than Liu Kang as far as we know. We know she's able to defeat Shinnok and is slightly stronger than Johnny Cage. And since shinnok beat Raiden, Fujin, and various others we can assume she could beat them. But there's no evidence showing she has the power to beat Onaga, Liu Kang, Shao Kahn or Taven. Not saying it's impossible, but we don't know enough about the green Halo ability they control to put them any higher.
