YES THANK YOU! It's about time you put the Raikage above Tsunade on your final list! I've been waiting! Tsunade is overrated af but is placed perfectly on this list. I only have a few iffy changes: Raikage above Gaara because he's faster than his sand. Itachi above Jiraiya because of his crazy intelligence, genjutsu skills and amateratsu. Possibly Itachi above Killer Bee, Kabuto above Killer Bee, and Killer Bee below both Itachi and Kabuto. Great list! That's all I have.

What a sad thing this really is or maybe you are just limited. He lost, because he couldn't do his part, but Naruto done. Naruto was able to convice Sasuke and turn him 360... Sasuke wasn't able to kill Naruto and create a new system. In that way Sasuke lost. Pretty sad, how you turned deep and emotional moment in power level.

How did Naruto was lacking chakra? He could steal it because he use technique that give him that ability. It's not different from Naruto having Bijuus in him.

Madara will beat naruto and sasuke...sasuke and naruto can dodge some of his attacks such as infinite tsukyomi but madara has a large arsenal of ninjutsu including the power of the 3rd eye which we have seen has way greater power than naruto or sasuke and is on par with Hagoromo.

I'm so sad that Naruto is done. As much flaws as the series has had over the years, the fact still remains that I've been following this series for about 8-9 years, and now, I have nothing else to look forward to for this show (aside from the movie). Just hope it makes a return in the future, along with DBZ, Hunter x Hunter, and Bleach
Your best list until now,Thumbs up! I would change a placement like: Night Gai>Juubito>DMS Kakashi though or Itachi>Jiraiya,3rd Raikage>Hiruzen/Danzo. Jin Obito was a lot weaker than pre Tree Fusion Jin Madara,meaning he aint countering Evening Elephant let alone Night Gai that completely speed blitzed Madara.Also Juubi Jin's can die if they havent absorbed the God tree said by even Madara himself. Good job anyway I give you 9.3/10 almost perfect imo.
The only reason gai was able to land a punch on juubi madara was because Kakashi and minato was protecting him from the gudoudamas with they wasn't there gai would have died, juubi madara is only >= juubi obito, itachi is not that freaking strong, 3rd raikage is not beating orochimaru who poisons him soon as he cuts him, danzo who fuuton can destroy his armor and izanagi spam, and hiruzen with all 5 elements backing him up with Enma

Minato should be 11 and Nagato 10. I don't know, it feels like Nagato is still a bit stronger than Minato... but just a tiny, tiny bit. And Sakura is way up too high, I doubt she would be able to defeat Chiyo and herself from beginning of Shippuden together. Also Sasuke and Naruto are not stronger than Madara when they are alone. And Kinkaku and Ginkaku are strong together, but I don't think that they should be that high when alone. Also Rinne Tensei is an excellent jutsu to restrict, considering how it is like Edo Tensei but only the real thing. Also Kakashi seem way too overhyped, I still believe he falls below Might Gai when he had Obito's boost.

(ABCAB) so if you put it in a way that makes sense to you, there will be people who say otherwise. In One Piece it's quite simple. elijah ochogi Kaguya was pretty cool to me, and madara's strongest move with his rinne sharingan was mugen tsukyomi which sasuke just countered with his six tomoe rinnegan and naruto can just blitz him before he activates it
how come the creator of all chakra/jutsu kaguya become so beastly powerful in such an early stage, i mean she is the first ever ninja and she has learned and developed already the full power potential of all chakra. it should be an evolution of power from lower to greater by the time pass by not the other way around. i really liked your list it is hard to make a top 70 list, there are some minor faults in my opinion, however there was like 2 characters that was way to high or maybe not way but Gai and Kakashi cant not handle Hashirama not even close sure Gai have his ONE move that can make it hard for Hashirama but thats just one move then ur dead... kinda like minatos Shiki Fuugin. Minato is stronger Pain fucked Kakashi so hard even if Kakashi is stronger now Pain still much stronger. Otherwise your list is great one of the better, and again it is hard to make a top 70 list =)

Hinata and Kabuto are too low I think. I get it that Pain was just toying with her, but he got hit anyway and if she used the momentum to land more hits instead of punching that stick in Naruto which was like completely pointless, she would destroy that body. Kabuto s genjutsu would disarm everyone, even Sharingan users could not set themselves free. (similar applies to Tsukuyomi, if you dont have Sharingan, good luck) Hiruzen is quite high, considering you banned Shiki Fuujin from the list. (maybe not so high, just not above Danzo. I know he defeated him in past, but he didnt have Izanagi and stuff and Sasuke was like the only one these times capable of beating him) Btw. beating 4th Kazakage was more like Kimimaros job than Orochimaru s.

I know these characters are not very important but Konan is stronger than Deidara. Why? Remember Deidara vs Sasuke, in the end Deidara kill himself and Tobi which is Obito was there but when we saw him he was intact. But when he fought against Konan and when she uses her giant explosion papers, It was the fisrt time that his mask brooke and he kinda struggle (just a little bit). After reviewing the anime and manga some times. I also conclude that breaking the mask of Obito his a hard task. In fact, look how much time Naruto, Killer Bee, Kakashi and Guy (4 very strong people) have took time to break the mask of Tobi... Yeah there was Madara but... And even Minato when he fought Tobi for the first time didn't break his mask. Which means Konan is underrated because she is not very popular and looks like this girl that is being procted by Nagato and Yahiko. But she is very strong.

Abo shhr507 yamato's mokuton keeps him out of range and crushs him with his earth split he used in past and darui is a better fighter and can cut hidan's head of pretty easily (he fought the gold and silver brothers at the same time!)
acoording to the databooks itachi is on the same level as jiraya and tsunade and with his mangekyo he can rise above them. he only lost to sasuke because he was mostly blind and termially ill

Nice list, but there's few things i don't agree with. I think Madara is definitely above Naruto or Sasuke. I mean i get it Naruto and Sasuke were already powerful and then they also each got half of power from Hagoromo. But Madara on the other hand was already powerful with His perfect Susano o+ Hashirama's cells. After that he became the Juubi jinchuriki so he got even stronger. And after that he also absorbed the tree and awakened Rinne Sharingan(which nobody else had except Kaguya and him, not even Hagoromo), so i also see him above Hagoromo, remember it was said by Hagoromo"Madara was trying to get close to me and now he's trying to get close even to my mother. If he was trying to get close to his mother it must mean that he's already on his level or above, that's just the way i see it. I won't argue if anyone that says they're tied though, but i definitely see Madara above Sasuke and Naruto. Also how is Kakashi above Gai and Hashirama when all that was really special about him was Perfect Susano o. Madara had perfect back in the days and other powers that Kakashi didn't have and yet he lost to Hashirama.

You're right about the RinneSharingan, you said "the only abillity of it is Infinite Tsukuyomi". While Sasuke would be unaffected by it, it would be all over in a sec for Naruto. But also i'm not sure if it's the Rinnegan user or just Sasuke cuz he has a different Rinnegan, cuz if i remember correctly(which i'm not sure i do), Sasuke said "because" of my Rinnegan i'm not affected. Also i know Sasuke cut Madara in half but did Madara absorb the tree by that time(not a retorical question, i just don't recall)? Also it's true Hagoromo never said Madara surpassed him, i was just saying that that's what he might mean by saying he's trying to get close to his mother. Now even if Madara didn't surpass Hagoromo and he's on the same level, then how can Hagoromo be above Naruto/Sasuke and Madara below. Naruto still bested Sasuke after that power boost, and won the fight. Naruto's final mode that he used against Sasuke, would have even been enough to defeat Kaguya, if it wasn't for her immortality. He would utterly destroy her body (if he was at full chakra/health). But he would ultimately lose if he where fight her alone, do to the fact that she would continue to regenerate over and over.

Raikage above Gaara because he's faster than his sand.

Minato should be 11 and Nagato 10. I don't know, it feels like Nagato is still a bit stronger than Minato... but just a tiny, tiny bit. And Sakura is way up too high, I doubt she would be able to defeat Chiyo and herself from beginning of Shippuden together. Also Sasuke and Naruto are not stronger than Madara when they are alone. And Kinkaku and Ginkaku are strong together, but I don't think that they should be that high when alone. Also Rinne Tensei is an excellent jutsu to restrict, considering how it is like Edo Tensei but only the real thing. Also Kakashi seem way too overhyped, I still believe he falls below Might Gai when he had Obito's boost.

i really liked your list it is hard to make a top 70 list, there are some minor faults in my opinion, however there was like 2 characters that was way to high or maybe not way but Gai and Kakashi cant not handle Hashirama not even close sure Gai have his ONE move that can make it hard for Hashirama but thats just one move then ur dead... kinda like minatos Shiki Fuugin. Minato is stronger Pain fucked Kakashi so hard even if Kakashi is stronger now Pain still much stronger. Otherwise your list is great one of the better, and again it is hard to make a top 70 list =)

Hinata and Kabuto are too low I think. I get it that Pain was just toying with her, but he got hit anyway and if she used the momentum to land more hits instead of punching that stick in Naruto which was like completely pointless, she would destroy that body.
Kabuto s genjutsu would disarm everyone, even Sharingan users could not set themselves free. (similar applies to Tsukuyomi, if you dont have Sharingan, good luck)
Hiruzen is quite high, considering you banned Shiki Fuujin from the list. (maybe not so high, just not above Danzo. I know he defeated him in past, but he didnt have Izanagi and stuff and Sasuke was like the only one these times capable of beating him)

I know these characters are not very important but Konan is stronger than Deidara. Why? Remember Deidara vs Sasuke, in the end Deidara kill himself and Tobi which is Obito was there but when we saw him he was intact. But when he fought against Konan and when she uses her giant explosion papers, It was the fisrt time that his mask brooke and he kinda struggle (just a little bit). After reviewing the anime and manga some times. I also conclude that breaking the mask of Obito his a hard task. In fact, look how much time Naruto, Killer Bee, Kakashi and Guy (4 very strong people) have took time to break the mask of Tobi... Yeah there was Madara but... And even Minato when he fought Tobi for the first time didn't break his mask. Which means Konan is underrated because she is not very popular and looks like this girl that is being procted by Nagato and Yahiko. But she is very strong.

Nice list, but there's few things i don't agree with. I think Madara is definitely above Naruto or Sasuke. I mean i get it Naruto and Sasuke were already powerful and then they also each got half of power from Hagoromo. But Madara on the other hand was already powerful with His perfect Susano o+ Hashirama's cells. After that he became the Juubi jinchuriki so he got even stronger. And after that he also absorbed the tree and awakened Rinne Sharingan(which nobody else had except Kaguya and him, not even Hagoromo), so i also see him above Hagoromo, remember it was said by Hagoromo"Madara was trying to get close to me and now he's trying to get close even to my mother. If he was trying to get close to his mother it must mean that he's already on his level or above, that's just the way i see it. I won't argue if anyone that says they're tied though, but i definitely see Madara above Sasuke and Naruto. ***** Thanks for replaying. You said that Naruto and Sasuke didn't adapt to their new powers yet. I'll be honest i didn't think of that and yeh good point. But i must speak my mind fully. You're right about the RinneSharingan, you said "the only abillity of it is Infinite Tsukuyomi". While Sasuke would be unaffected by it, it would be all over in a sec for Naruto. But also i'm not sure if it's the Rinnegan user or just Sasuke cuz he has a different Rinnegan, cuz if i remember correctly(which i'm not sure i do), Sasuke said "because" of my Rinnegan i'm not affected.
Also i know Sasuke cut Madara in half but did Madara absorb the tree by that time(not a retorical question, i just don't recall)? Also it's true Hagoromo never said Madara surpassed him, i was just saying that that's what he might mean by saying he's trying to get close to his mother. Now even if Madara didn't surpass Hagoromo and he's on the same level, then how can Hagoromo be above Naruto/Sasuke and Madara below. Cuz let's be real: Madara had Wood style, Perfect Susanoo, Juubi(just like Hagoromo), but i don't think Hagoromo had the tree aswell. So that's what Makes me asume Kakashi was at the level of old Madara back in the days. Now we know Might Gai almost KILLED Madara when he had his old powers+Hashi s cells+Hashi s Senjutsu+ Ten Tails. So do you now understand why i can't understand Gai being below Kakashi?. I understand Hashi being below Gai(when 8 gates), but i think Kakashi should be below Hashi an Gai but of course way way above Minato/Nagato and all that stuff.

although Sakura is almost at Tsunade level, Hinata can beat her easily! And so can Lee and most of the people beneath her! Sakura has a strong punch and she can dodge and heal but that's it... Lee is faster and stronger, Hinata is faster and more precise, the others are far more experienced and powerful (on the offence)...
Sakura can heal herself and others though so I guess she's useful but as a fighter, she's lower....

Itachi should be above Jiraiya, he fought on par with KCM Naruto. It was even stated that KCM Naruto>Sage Naruto>Sage Jiraiya.

Naruto's final mode that he used against Sasuke, would have even been enough to defeat Kaguya, if it wasn't for her immortality.
He would utterly destroy her body (if he was at full chakra/health).
But he would ultimately lose if he where fight her alone, do to the fact that she would continue to regenerate over and over.
1.naruto didint won the fight they both cant move so No one can kill another sasuke just said this is my lost because he lost his goals not the battle

Naruto's kurama mode overgrowned to Mach up sasuke's perfect susanoo kurama is Big as sasukes lowerbody susanoo it was proven when they fought with juubito
Sasuke absorbed All tailed beast chakra inside of susanoo but it got destroyed so easly with 2 bijuudama rasenshuriken
Sasuke changed his arrow before naruto go that 3 head kurama mode and he just waited him to go 3 heard mode and let him do his rasenshuriken s
Sasuke didint use chibaku vs naruto but at start he created 9 huge sized chibaku in 1 sec
He was able to create 9 chibaku at once but at the end naruto said he is new with his rinnegan so he cant absorb jutsu when he is doing other jutsu lol
Rasengan=chidori like 10 Times they clashed them and Always it ended as tie
But sasuke added amaterasu to his chidori but naruto didint added windstyle to his rasengan so it was normal rasengan
If rasengan=chidori. Amaterasu chidori>normal rasengan but both lost their arm only naruto should have lost
He is just blessed by main character plot
