I would blame the road markings for this. There should be a clear white line at the edge of the cycle lane. Just back from Sweden and its super clear always. Not the driver's fault if it's not clear.

Just to add they also move very slowly indeed, giving cyclists a chance to adapt. It looks like quite a busy cycle lane. I dunno, it's just so easy to blame the car - the council is the main culprit here.
Yes, the driver who was in the car was moving slowly. Although she was completely unaware of an approaching cyclist at one point and started reversing in their direction. But there's also the ass-hat that left their car so the front half is blocking half of the cycle-lane. @@ab8jeh
