The police have no authority to do anything beyond that of a normal person. (Although they don't believe that) because every citizen has a right to use a citizen arrest for a crime. @@edstraker6939 My point is, do the business, outside on public land, that way if the peelers are called, at every point, You are correct in what you are doing. Plus if the security or the workers come out onto public land, it reinforces what you are doing and shows that they are in the wrong.
