I still find it odd that the idea of Ostland is given to Latvia when historically during WW1, the idea was to set up a Lithuanian state under the control of Mindaugas II and Prussian Lithuanians.

The United Baltic Duchy would have just been modern day Latvia and Estonia, RK Ostland would have been all of the Baltic states and Belarus.
With all the alt-history paths added since the game's launch, it's surprising that we can't form ahistorical Reichkommissariats. The mechanic is not just flawed but also quite dated.
The whole game mechanic of the Reichskommisariate is completly stupid. Because by the game logic, it makes them indepent puppet states, which they simply were not, rather just administrative areas.
The only reichskomissariats that really work are the belgium and netherlands ones. They are really useful when you want to have some troops to guard the west while you are using everything against USSR.
I like RK's as mappaint but god they work awfuly and you still don't get a Muscowy and Caucausus one even now and it's been so long since WTT was released.

since Lithuania gets the Grand Duchy it's probably to make Latvia more interesting, Estonia has the Ugric empire so that just leaves the Latvians
