Him being invisible is because of consoles awful optimization, PS4, Xbox one and xbox one s aswell as series s/x will randomly deload and reload stuff. Him not being chased by the cops is him being heat lvl 0, if he hits heat lvl 1, he pays the fine in-game that resets your heat back to 0, seeing as he has a F1 he prob has a ton of cash.
This is a dead game to EA. Also if you were both on PS there are no real hacks- just the worst optimization imaginable. Even on pc, hackers are rare and 99% of the mods are client sided. Money glitch is still working since launch on all systems and they have no plans on any future updates/service for this game. Just enjoy it for what it is and when you run into jackwads like this hop servers.
Earlier in the game he wasn't participating in the races and was coming to harass. It was then that my friends and I began to see suspicious behavior from him since the police did not pursue him at any time.
