It also provides training for conscripts in using artillery, drones and flying attack aircraft without crossing the Russia-Ukraine border. It's a little trick to give Russian economic contract forces more strength and cover without committing actual forces of this type.

Its "only" 100k" now, well that's a lot more than it just was. 300k Might be a prediction of the total accumulation that's on-gowing as Russia builds up forces. So far the 300k number is just a claim by Ukraine, but it very well could materialize. They do rely heavily on US intel, which is generally pretty good at spotting these things. It's not like Ukraine would otherwise know.
The optics of Putin saying everything is going to plan when you have targets 1000KMs within Russia being hit. When Russia moves air assets, anti air missile systems away from the Ukrainian theatre to protect these and other sites it will make conditions more favorable

I don't see why you would assume this is not smart given it's hitting Ukraine in it's biggest weakness: Manpower.
Those bombs would be reserved for large compounds and airfields. That kind of ordinance would be wasted on direct military bombings or trench lines, FAB 500's are used heavily because it's a big bomb that's not *too* big and easily mass produced.
