How to run Steam on Windows 7, 8, and 8.1 in 2024 (READ DESCRIPTION!)

- Update as of 03/29/2024: For the time being, you can still install Steam as you normally would from their website, as the latest stable and beta builds still work completely fine. Valve just recently switched from Chromium 85 to 109 as of the January 18th beta build, and supposedly Valve was on Chromium 85 for 3 years. I will still continue to archive these steam builds, because it is inevitable it will stop getting working updates on 7 and 8.x, but it may still work for a while. So for the time being no need to follow this guide.
Welp, it is that time again when Valve decides to prevent people from using their client on a bunch of people's working computers, with non bloatware OS's!
So, as a result of this, just like with XP and Vista back in 2019, I am uploading this for those of you who want to install Windows 7 or 8 after the new year, and thankfully for the time being, no other certificate updates should be needed. But eventually, it will probably be required to keep using Steam on 7 or 8.
For those of you, like myself, that already have Steam installed on 7 or 8, and want to block updates, it is very simple to do.
First off, make sure Steam is not running in the background.
Once you do that, all you need to do is create a blank text document on the desktop, and paste in the following 2 lines:
BootStrapperInhibitAll=enable
BootStrapperForceSelfUpdate=disable
and then go to File, and click on Save As. Then, name the file steam.cfg , and make sure to change the file type from Text Document to All Files. Then hit Save, and simply copy over the newly created steam.cfg file over to your root Steam directory (i.e. C:\Program Files (x86)\Steam.
Now, launch Steam and manually check for updates, by going to Steam at the top left corner of the client, and then clicking on "Check for Steam Client Updates..."
If you get an error like "Something went wrong while checking for a Steam Client update", then chances are you did it correctly.

Not work for me, I created a notepad in the desktop and put those parameters, then named it "steam.cfg" and going to paste it in the program files/steam, and nothing happens, when I try to launch steam i received error: failed to load steamui.dll

Hello, my Steam is without the game image and doesn't install anything, I did this method.
When i do and run steam after it, there is a steamui.dll error. So it is not working for me i guess.

Amazing initiative! I did change the config file so my steam didn't updated after DEC 2023 (thanks to some random reddit comment at the time, maybe it was you?).. but I wonder If I remove this 'update block' from my steam on my Win7 PC (my workstation and favorite system) the Remote Play function from Win7 > into my Win10 laptop (and vice-versa) will be more stable..
And seeing this video just made me remember I need to backup into some rar file my actual steam folder before that. From the logical point of view, maybe nothing will change, but who knows..
(context: just discovered the 'remote play' thing for steam.. and win10 machine x win10 machine possibly is more stable as i noticed.. but if somehow I manage to play win10 games into my win7 PC thanks to remote play with no lags, it will be perfect! this is what i'm trying to figuring out at the moment)

Hello! I have a problem Witherspoon steam since the 12th, when i install amd drivers for windows 7 steam stops opening..... when I uninstall them it opens but I cant play without them installed....

Note that my laptop is too old and the graphics driver does not support openGL graphics (steam works though if i installed win10 but now im on win8.1)

Yeah, pretty much. It really feels great being able to fight back against Valve needlessly hard blocking 7 and 8 users. I would understand if it didn't get any more updates, but to force an update that breaks it is horrible. This is part of the reason more people need to pirate games and whatever, or at least buy physical copies where possible, so companies like Valve cannot take away the library of games that YOU paid for, just because you don't want to (or can't) update your OS.

Shouldn't just the official new download work? Like only security updates aren't coming. I mean I won't be really buying any games so is there point to do this on free to play?

Where is the old steam build, why didn't you link it? Because for me at least, just installing steam normally doesn't work anymore, after the install it says I need to be connected to the internet to update steam.

I was trying to update to windows 10 but the update failed. But everytime it failed, I was allowed to open steam as normal. But then, if I turned the computer off, steam would not open again, I think the process of installing windows 10 has something to do with it.
It is possible the windows 10 update may have messed up some system files. For starters, try running sfc /scannow in an administrator command prompt. If that doesn't work you may need to try and use one of the packages, or just reinstall Steam like normal and make the steam.cfg file. I think you can install steam normally on 7 and 8 until possibly the next steam update
what do you replace the steam folder with?
My steam still works on Windows 7, but what If I just cancel updates as soon as it tries to? I've been cancelling all updates for almost a year now, which means I don't need to do this step shown in the video?
You could do that, but just make sure none slip through !
For now, I think Steam's latest update still works, but it probably won't be much longer. We are already in the middle of January, and what I like to do for my Steam installations is to first check on a Windows 7 VM to check for any updates (whether it be for the stable or beta channel), and if there is an update on either one, and it still works on 7, I upload it, and update my machines. About half my machines are on the stable channel, and the other half (including my main PC) is on the beta channel.

Even though my steam runs janky it still runs, no installations needed, just a lot of patience. Am I alone with that?
It could also depend on what hardware you have. If you have a slower machine possibly turning off GPU acceleration might help. Yes, as of now, the latest beta and stable builds both work on 7 and 8, I am just archiving them because eventually (probably sometime this month), steam will have an update that no longer will run on 7 or 8.
you're not alone on this lol, i run Win7 Ultimate x64 and it runs as janky as anyone would ever think

Do you know the game league of legends? In the upcoming 14.4 patch, the minimum specification for the game changes from Windows 7 to Windows 10 or later, and I'm not interested in updating my computer. Is there any way in this case?

copy export all security sertificates from windows 10 or 11 computer into a thumb drive and install them on windows 7. that can sometimes fix things.

Yeah I do, it is fine as long as long as you are using common sense, and it can also help to have an ad and popup blocker on your browser. For me, I use Firefox, and I have Ublock Origin and Popup Blocker Ultimate installed. I have yet to get a virus, and also there is a good chance your modem/router has a built in firewall, so it would be pretty hard to get a virus unless you do something wrong. This really goes for any operating system, and people using Windows 10/11 are really not any safer, and to top it off, seeing as they are the two most popular Windows versions worldwide as of now, and anything can run on them, it is actually more likely hackers will target them. 8.1 and earlier cannot run everything, which most likely hackers will not waste their time, since older versions have a much lower market share. I also have another computer running Windows 2000 with the extended kernel, and using the same common sense I can browse the web on it and the same install since July or August still is virus free.

Linux needs to buy out Windows 7 and work on from there and replace the Kernel with a Linux Kernel or something if someone bought out Windows 7 from Microsoft it might be possible to save Windows 7 for low end computers if they had the money to do it to make Windows 7 open source. That or someone needs to compete with Steam and allow the use to play games on all older systems and make a company for it if not I'm probably gonna go to college and do that if someone isn't gonna do it. Also caution I am being attacked by auto-correct......
Yeah. I'm in a strange situation right now with Win 7. I knew I wouldn't be able to sit on it forever, but in 2020-23 it didn't seemed bad at all with Google Chrome and Steam still being updated and NVIDIA still making Win 7 drivers.
Now that it's 2024, though, I feel like I'm falling more and more behind with everything. Everything is slowly getting the end of Win 7 support. I really don't want to install 10 or 11, as I don't like those systems, plus I appreciate the legacy DRM support on Windows 7. I will probably have to "upgrade" at some point however, I will keep my Windows 7 on Dual Boot or something (and probably still use it more often)

It will stop when a huge update happens to steam breaks the old clients. When steam discounted on windows xp/vista back in January of 2019 the old client was still usable until October of 2023

Even if they did, they probably wouldn't do anything. Chances are, they know about the XP and Vista archive, and how to block updates (even on the Steam forums!), and Valve still hasn't done anything about it. You can still log on to the old Steam client on XP, albeit it is broken

No as of now the latest Steam build still works on 7, you can install it normally
But can I download games from my library this way?
For the time being, you can still download and install Steam as you normally would on 7, as the latest version of Steam works just fine on 7 and 8.x, and yes downloads work, as well as the store.

As of now, I think you can still install Steam normally, because they haven't released another update that I know of yet. If you don't have steam on your system, I would install it now, and them create the steam.cfg file and put it in the root Steam directory right away.
