Luckily deadlock is being run by Valve, so it doesnt need to be successful for a long time. Valve will keep developing until they get to a state that the devs are satisfied with. Valve gives their devs extra long winter work breaks, I personally love this game.
What has caused the player count to drop is the match making and it being very difficult. U have to somehow captivate a very critical moba player base while allowing them to play alongside fps players. Deadlock is not simple and will likely remain niche

as a casual player I think this game is never going to have a mass appeal, it's too punishing for most people, and as someone who has never really enjoyed mobas I wish the game was more streamlined
I think a lot of people like the core gameplay and are just not playing right now for other reasons. Eg poor balance, lack of new content, bad mm due to low player count
