Children conceived in the TARDIS are at high risk, at the hands of people seeking to use them. 2. Even if they aren't trying, apparently, the Humans can still manage to accidentally get pregnant. In a sense, yes, because of River, in the sense that he wouldn't want anyone else having to go through what she has. At least, that's my reading of it.
