The disease definitely came first, and the Daleks were defeated, though not destroyed, and are reduced to employing humanoid troopers due either low Dalek numbers or to reduce exposure or both. IMO the best ever story was " Genesis of the Daleks ", considering when it was made, and the famous BBC budgets...
