I looked it up and its because when you first see them they say unique things but when you go back they apologize for not knowing you it says it in their wiki page "Upon leaving once and returning, the FACELESS will apologize for not knowing who you are when interacted with" 👍
The WTF value is determined at the start of every game. If you want to try playing the game with the WTF value maxed out to 13, you can always use a Save Editor to artificially change it.

In the background of this soundtrack ("numbers") the voice is counting in german from zero to nine over and over again. I wonder what german numbers have to do with the game, they surely mean something to it since the track is only found in story relevant places (like when you swim in that pinkish river after humphrey and something basically tells omori the truth)
if you mean as in removing the vines to clear the path, it most likely does not RPG MAKER works by adding triggers that are either invisible, assigned a character sprite or a blank sprite they can be customized to be a door, teleporters etc. also i highly doubt it even if there was a way to do so, if there would be any triggers there
They only have unique dialogue when you enter the room for the first time. After that all their dialogue will change to the same thing. It doesn't have to do with luck or wtf values (as far as I'm aware anyway)
